Heavy-Duty Safety Standards: Understanding DriveON Schedule 2 Directives

While emission testing (Schedule 1) is a major focus for Ontario fleets, the Safety Inspection (Schedule 2) under the DriveON program sets the provincial standard for mechanical integrity. Per the Ontario Vehicle Inspection Directive v2.2, every heavy-duty vehicle over 4,500kg must undergo a rigorous digital inspection to receive a Safety Standards Certificate (SSC) or annual sticker.

A critical change in the DriveON era is the formal requirement for technicians to visually inspect emission control devices during a safety check. According to Table 9.1, a vehicle will receive a "Fail" result if any of the following are found:

Gone are the days of paper-only safety certificates. The DriveON Directive v2.2 mandates that every inspection be documented through the official rugged tablet with specific photographic evidence. Technicians must capture:

Technician Qualifications (Section 1.0)

The Directive clearly distinguishes between inspection types. While an Emissions Technician can perform smoke tests, a full Heavy-Duty Safety Inspection (Schedule 2) must be performed by a technician holding a valid 310T (Truck and Coach) or 310S certificate (depending on weight) issued by Skills Trades Ontario. This ensures that every vehicle on the 401 meets the highest mechanical standards.

Electronic Reporting & VIR

Once the inspection is complete, the DriveON system automatically generates a Vehicle Inspection Report (VIR). Per Section 11.2, the Vehicle Inspection Centre (VIC) is required to provide a digital or printed copy of this report to the vehicle owner immediately. This report contains a complete electronic record of the vehicle's "digital fingerprint" collected via the OneOBD connection during the test.
